Reception staff has some great personnel (like Raouf, Omar & Yousef), while some others like Carla could use more training in customer service and professionalism.
Housekeeping staff certainly need more training and tighter supervision over their basic work duties.

The room wasn’t clean but the reception staff was amazing. Breakfast has lots of variety but service wasn’t great

The only 5 star thing is the price!

I recently stayed at this hotel as part of an organized tour of Egypt – Nile cruise and Cairo. Everything was great except the Tolip Gardens Hotel.
I paid a single supplement and was allocated a large room with a living area on the fifth floor. Although the bathroom and bedding were clean, the paint fell off the walls and onto the carpet, the furniture upholstery was stained, the coffee tables were dusty and the carpet had not been vacuumed in quite some time — it was really dirty.
Towels were old and rough and there were no bathrobes or courtesy slippers. I reported the state of the room at reception, where they apologized promising to intervene, but after reporting it again the next day, when I left three days later the carpet was still in the same condition.
The food was mediocre to say the least, the restaurant staff quite indifferent and there was not even a coffee machine: only bland coffee from a carafe or sachets of Nescafé.
The reception lobby is very elegant and was probably a great 5-star hotel in the past, but unfortunately the rooms today could really use a renovation.
Extremely disappointing!

The only thing that's 5* at this hotel is the price!

I stayed at this hotel recently as part of an organised tour of Egypt - Nile cruise and Cairo. Everything was fantastic apart from the Tolip Gardens Hotel. I paid a single supplement and was allocated a large room with sitting area on the fifth floor. Although the bathroom and bed linen were clean, paint was flaking off the walls onto the carpet, the furniture covers were stained, the small tables were dusty and the carpet had not been vacuumed in good while - it was filthy. The towels were old and rough and there was no complimentary bathrobe or slippers. I reported the state of the room to the receptionist who apologised and promised it would rectified, but after reporting it again the following day, when I left 3 days later the carpet was in the same dirty state. The food was mediocre to say the least, restaurant staff were indifferent and there wasn't even a coffee dispensing machine, just weak insipid coffee from a jug or Nescafé sachets. The reception hall is very elegant and it was probably a very good 5 star hotel in its day, but sadly the rooms are in dire need of an upgrade now. Extremely disappointing!
