Good Spring Hotel, need some maintenance
Semi/naked hot springs are clean but public hot springs water is dirty (many people that day) hardware around hot spring areas are neglected, roof, floor, needs bad maintenance.
Check photos for reference,
Would recommend but do not expect very high level of a spa facility.

“VACATION SOAK!””FAMILY-FRIENDLY””SPA REVIEW”
Evoking themes of Mediterranean architecture and vacation bliss, this resort borrows its name from an exotic plant, and is situated in Ping Dong/Pingtung, south of Kaohsiung on the Sichong River about 20+km from Kenting. Location is fairly isolated, and transport may be troublesome without private transfer. There are no other tourist attractions here besides the hot spring.
LOBBY
The lobby carries the mediterranean theme, with arched columns, azure floor and white-washed walls. The restaurant is adjacent to the Lobby.
SPA/SAUNA
The hot spring water here is sodium bicarbonate, and the water luke-warm.
There are 3 communal baths. 2 are floral scented (Rose and another blossom).
The steam room is appropriately temperature controlled, and the heat refreshing but not suffocating.
The sauna room was not operating at time of use.
The outdoor pool was quite empty as it was winter.
Compared to other outdoor hot spring ( Taichung Freshfields Resorts-see my review), Fennel Resort was not as sophisticated, modern or as professional. The baths did not have any signposts or information regarding the water temperature, quality, type and characteristics.
There is a faded, dampened paper notice near the Rose bath which appears neglected for a long time.
As people have different temperatures of comfort, it would have been more satisfactory to have different levels of heated baths. Overall the hot/warm spring baths did not exceed about 37C, and the steam room was the only facility that reached a higher temperature. As the weather was cooler during period of visit, the hot spring melting temperature was an important factor. This issue probably would be minor during the usual warm winters in southern Taiwan.

Discounted fee: 200NT
Semi-outdoor naked spa: 200NT
The 300NT fee allows unlimited hot spring, spa and pool enjoyment.
For a private hot spring cubicle, time is limited to 45 minutes.
There are lockers onsite eating 10NT coins for single-use.
Remember to wear a swimming cap and bring a towel.
SUMMARY
At the end of the day, it was a soothing, relaxing, refreshing experience.
